Administrative law as a public law always has been characterized with variety of the subject of regulation and contradictory content the main reason of writing this text-book was an absence in Georgian jurisprudence of contructive and well-ordered reasonable system of the branch of administrative law both at legislative and science level when the general and procedural questions in legislative acts and text-books are unreasonably mixed thats why we paid major attantion to the issues of the general and provet parts of administrative law and shortly -to the special part (administrative offences) we think that main novelty of this book concerns with innovative conceptions of the spheres of regulation of administrative law and especially of "State Governance" which is not framed by activity of a single group of state bodies as we used to know in Georgian administrative legislation and science
